the person violate a traffic law or the person has expired plates and he pulls them over - then the person just takes off -

It is your position that the police then do nothing and the cop goes back to his day?

If the police then go to his house and the person runs, the police just drop the matter?


When is it ok for police to apprehend (chase if needed) someone?

Sal didn't pull someone over for kicks, let's assume he has witnessed a violation of some sort.
