how can a cop know if the chase will "vastly increase the

chances of property damaged, personal injury, or death...?

and then if they call off the chase and go to the person's home (far riskier for obvious reasons) and the person runs - you just don't chase?

are you getting my point here?

It's an awfully high and mighty moral platform you're on, but it seems very vague as to how you'd get a cop to be able to see the future.
