Eliminate the letter of intent system

The letter of intent system is binding on the kid, not the school. Just eliminate the system entirely.

Replace it with a "contract" system in which the kid and the school agree to certain things, a contract binding on both.

And eliminate all loss of eligibility, sitting out periods, etc. for transfers.
