a public trust because they were entrusted with those children in the first place. Parents send their children to us every day with the belief that we will watch out for their safety. Some guy that snatches a kid off the street corner did not abuse a public trust because they were never entrusted with anything.

When I walk my child to school and she is met at the door by a staff member I walk away secure in the knowledge that she is safe until I return to get her. If she is playing in the front yard and I see a stranger hanging around I either bring her in or go out to monitor her. I have no expectation that the stranger is there to protect my child.
