right to life - if you murder me you have infringed upon my right but the right to life exists for all men.
if you steal my property, you have infringed upon my rights, but it doesn't alter in any manner that my right to my property exists-
why do you think theft, murder, kidnapping, assault, rape are nearly universally "illegal" and "immoral" and abhorent to humans? because it is in our nature to recognize these rights and it is precisely why we react to these infringements the way we do.
Some of our laws align with rights, others don't and you'll note that law enforcement today in no way "secures" my rights - they more generally ensure someone is penalized for an infringement.
No one can universally "secure" a right.
None of your rights are "secure", DH, but all of your actual rights exist.
