fundamental education is a right they wish to secure for their populace. So in the US and education IS a right but only because the people have declared it so. In other places it is definitely NOT a right.

Anything that the people choose to put their power behind can be declared a right. Again the only rights we have are those we have the power to secure. There is no such thing as natural rights.

Some crackpot claiming a right does not make it a right.
