Don't deny that, but I still believe policies can be influenced at the state level. For instance, most middle class and upper class blacks have left the urban cities, so you're left with larger poor communities where jobs have left.
Give me an urban or rural community's median income and I'll tell you whether their scores are above or below the national average. Therefore, socio-economic factors override party policies. The question is how to minimize the divide in resources and address the socio-economic factors that can reduce the divide. That's where Republicans and Democrats differ. Republicans want to reduce taxes and use that to create jobs. That's fine, but it doesn't address inequality or the fact that the jobs created disproportionately go to those that are highly skilled.
When you see blue collar whites angry about lower incomes, they want to blame illegals, but that's not the issue. It's the fact that manufacturing jobs have left the country and aren't coming back regardless of what Trump says. Technology and poorer people across the world guarantees that. The only way we can improve the lot of the disenfranchised whites and blacks is to ensure that they get more resources in education and workforce development.
