but a Republican Congress has blocked them. For instance, let's subsidize police departments with body cameras. We all know Trump or the GOP isn't interested in that. After 2010, the GOP Congress blocked Obama's American Jobs Act which would have incentivized businesses to hire the long-term unemployed.

If Trump could articulate a cogent plan to minimize poverty, like House Speaker Ryan did, then we could debate its merits. No, Trump is only interested in divisive soundbites and asks blacks to 'trust' him. Yeah, right...
