to police departments? It's like giving someone a "free" cell phone who isn't prepared to pay for the monthly bill.
It costs a buttload of money for secure data storage for the video captured. Once you have it you have to save it because some random car stop can turn into a citizen complaint a month later.
So how do you get the video downloaded without taking officers off the street? Have them hang after their shift and upload the video to the server. Who pays them for the overtime, because they work a straight 8-hour shift and now they are on THEIR time. And believe me, trying to make it part of their job and not paying them for it won't fly. Shawnee PD had officers sue for 15 minutes of roll call time they were forced to be at work but weren't on the clock. They got 15 minutes of OT for a long, long time in their settlement.
