If EE returns, it's not because the University thinks violations were minor, but that it wants people to think they were minor. Because, if there are major violations, and it gets out into the public, it would make the University look very bad for retaining him. As I said before, I don't think the University truly cares about any violations as long as they don't violate Federal law, but they do care a great deal about PR.
And just because you haven't seen the vitriol on Tigerboard doesn't mean it's not out there. Many places online in which people are posting nasty things. It's not just for Lowary and Finucane either; it's for Bailey Erwin, Casey Stangel, Chase Nelson, and just about everyone else over the last half-decade who has been transferred and had to deal with idiots online calling them "quitters."
