value cannot be easily manipulated would be the best way to go. Something like a gold or silver standard, or perhaps a crypto system that the government is not in charge of and cannot use to invade everyone's privacy.

Keeping the governments out of the monetary/currency system altogether and let the free market pick its own currency in lieu of barter would probably be the best... but some sort of constitutional controls on the governments would probably be needed, such that a corrupt government could not weasel its way in or change the rules at its whim if it gets a majority of the votes.
