That was because if they did not assimilate because they desired to do so.... they where treated harshly and discriminated against and forced to do so to survive.

Now those Cultural constraints have been thrown in the Shredder and so many immigrants have no desire to take up the Western Culture of America and the Constitution it has become a Issue of division and outright hate between people in America.
