Mississippi lost a seat in Congress in 2000, meaning that the 4 remaining congressional districts naturally provided more than 20% to get to the 100% of signatures given. In other words, it is currently mathematically impossible to pass a ballot iniative in Mississippi.
It's not a constitutional issue. It's an issue of lazy non-responsive bureaucrats failing to update their system 20 years later.
