What percentage of 9th graders would do well on line?

In my experience, issues can be clarified by advancing estimates of the consequences of alternative policies.
I never had any kids, so my qualifications are thin in this area. But here goes. My estimate is only approximately 10% of 9th graders would do as well on line as they would do with in person instruction. Others may indeed learn and retain content, but they would not develop the people skills needed in the real world. But again, my opinion is not worth much in this area.
But my experience as a student was in the 1970s. My Dad was in the military so I went to a lot of different school districts. The relative small high school (500 students total) I went to for 9th through 12th was a good experience. But I went to 7th and 8th grade in a very large junior high in the Maryland suburbs of Washington D.C. (Oxen Hill). Didn't like that school. To big. Too many clickes (sp?)
It is necessary to try to estimate this to clarify whether on-line education is just a niche product or whether it has widespread applicability.
