I will say this

I played in college. They paid my costs. I was forbidden by NCCA rules to have any job during the school year. I was able to bring some money from my summer jobs for incidentals. Pizza with friends, clothing, concert or movie. But many of those on scholarship came from nothing and had trouble with any pocket money. I once bought one of my teammate thick winter socks at JC Penney's because he had never been in cold weather and did not have money to buy them himself.

Given the money college athletes bring in, I have no issue giving them a stipend per month for spending money. It should not make them by any means wealthy, but it should allow them to have some money in their pocket.
