Didn't the schools have to pay to join the SEC and be part of the SEC network?

Do they redistribute personal property (money) that they think makes the entire organization better?
Redistribute is probably not the right word. Regardless, anyone who pays the SEC and anyone who works at the SEC is doing so voluntarily.
Don't the schools submit to taxation, in the form of dues or fees?
Those aren't taxes. The schools voluntarily make a choice to associate.
