Yes, but not by force, not supported by criminal penalties, etc.

Are there negative ramifications if they violate those rules?

Yes, but again, the association is voluntary in the first place. There is an affirmative act to be subject to the rules, and there is the ability to immediately disassociate.

Are they forced to associate with coaches and other players?

Are they forced to attend meetings (practices) with other players?
