have dozens of different people & entities owning sections of roads and there could be quite the hodge podge of rules or the way problems could be adjudicated.
What of the possibility of someone or some corporation buying the roads around you and refuses to let you pass. eg. some neighbor gets ticked off about something & now you're landlocked.
