charge whatever they wanted to use "their" road. For anyone. So if a guy drives a big expensive car they can charge a lot, if its a beat up wreck, charge less. How about negotiate each charge, to try for the max charge?
But that "contract" sounds like a great idea. I mean, if they actually CONTRACTED for the road we just know they'd never, ever drive drunk on it. Because after all, that would violate their contract. And who'd want to do that?
Oh, I suppose that penalty you mention would be negotiated for each person. And, uh, if they couldn't pay anything at all? Then what? But, glad you got it all worked out for us. What could possibly go wrong?
