A local woman out here in the OC was just sentenced to 51 years to life for killing 3 teens in a DUI accident .....she had a blood alcohol level of .30, nearly four times the legal limit for driving..... she also had a previous conviction for DUI.

Had cops seen her before the accident, should they have been able to stop her from driving? Or would that be an infringement since no-one had been harmed yet?
