There will never be enough money to pay for all healthcare for all people all the time. That is what the demlibs try to do and the repubs don't fight.

Another reason would be blatant fraud, which exists in HC substantially now. Why not, with all that gummint money out there to grab. Demlibs would do almost nothing to stop that and repubs not enough even if they could.

There are other reasons. There is no perfect solution for healthcare.
