d, is there has to be a crime under investigation regardless of who the suspect is. If, for example, assuming that "collusion" is a crime but there was no "collusion" committed there is no underlying crime to investigate and thus no obstruction. They are investigating a phantom. If one were to interfere with such an "investigation" it is not obstruction of justice... just cheesy comedy.
