Most of the union force was not there to free slaves. The fighting started because the south had attacked federal property and Lincoln responded in order to preserve the union. In that process slaves were legally emancipated - in a manner of speaking anyway.

I will admit that many in the north wanted slaves freed but I don't think that was the underlying reason for most to join the army.
