I do not believe Art 1 Section 8 or the 14th amendment explicitly grants the Federal Government authority over immigration. As I have stated there is an argument to be made here and the courts have determined the Federal Government has that authority. However, the words naturalization and immigration are not synanomous,and they were clearly different back at the time the Constitution was written. Hence to me it is a state issue and not Federal.
The powers of the Federal Government were intended to be extremely limited, this is another example were the courts have expanded their authority
