allows Congress to define international law also empowers Congress to make certain national laws. I'll also point out that not even Congress (or your precious SCOTUS) has ever explicitly relied on this Law of Nations clause.
It is a unique argument, but it does not explicitly grant a power to control immigration to the federal government. That power is reserved to the states.
Also, it doesn't appear that you care since you claim it is implied, so why work so hard to find a clause that roughly allows it?
