The Constitution established government and empowers Congress, a branch of government to write laws in accordance with the Law of Nations. Immigration policy/law is included in the Law of Nations. So it can only be concluded that Congress has the power to regulate immigration and make immigration policy.

Immigration = a
Law of Nations = b
Constitution = c.

Ergo: Immigration is in the Constitution.
