a fully developed brian, particularly in the area of critical thinking skills, & doesn't deserve some forgiveness of transgressions committed even to a criminal level upon reaching adulthood.

Although, I could argue the opposite too & could agree it is a beneficial law.

Hence, the impetus for posting about a less than "plain on its face" issue, imo.
