paper trail. This includes job targets and documentation that they failed to meet them. It can be done in a school year by a good administrator. But you do have to give the teacher a chance to improve before you let them go. But if a teacher is actually working to improve I doubt they are still horrible.
Most bad tenured teachers were bad when they received tenure. So again the issue is not tenure but an administration that did not do their job.
