If you factor in the high income kids that are not in them.
The disabled kids that ARE in them (and not in private or charter schools)
And the fact that 100% of teachers come out of the same pool of college candidates, but we see widely different results based on nothing more than income and geography.
Something isn't passing the smell test here.
