with the schools.
If you want to fix failing schools fix the failing communities where you find them.
As one of the few on this board who has actually worked at a charter school the difference is simply that parents choose those schools. That in and of itself gets rid of a vast majority of the dead wood. Because the parents are on board the school can actually have and enforce standards. That does not fly at public schools.
The biggest issue we had was a very small number of students who were intentional discipline problems in the hope that mom and dad, yes most of our students had both, would tire of the constant calls and detentions and move them back to public school. The kids were very upfront with you in these efforts. I actually had one kid apologize for being disrespectful but it was his only way back to his neighborhood school.
