They claim to look at film, but I can't help but think they are influenced by the number and quality of offers. They likely take a second or third look, particularly after a senior season and readjust accordingly. If proven recruiting staffs are making offers, then it follows that there would be a bias in favor of that, and vice versa. Anyone would be foolish not to invetigative if there was a substantial deviations.
