I believe the laws are immoral.

If a guy is busted for breaking the law, I don't feel he is acting immorally because he isn't hurting anyone else.

With this example, the business owner put consumers at risk, knowingly by fraud and acted immorally.

These aren't apples and apples, again.

So, I think the laws are an imposition, but once he built his business there knowing the requirements, he needed to tell the public he wasn't following them because they have a right to expect them to be followed.
