the structure and knew he violated them when he invited the paying guests without telling them.

Govt's regulations are anti-liberty

The owner not disclosing and building after agreeing he would follow code and then not doing so is anti-contract; and it is fraud to have not informed the consumer of the risks they faced as a result of his lack of compliance with the immoral regulations.
