Do you really think for a second that the people in that building assessed the safety of the structure on their way in and made a conscious choice to stay there because the safety risk was something they were willing to accept.

LOL.

No. What happened is that they wanted to party and they never gave the building a second thought. They assumed it was safe because it was old and had not burned yet, so it won't burn tonight.
