got fingerprinted and accepted, he could still use his account and car to pick people up and do the same thing.

It's not like they have to be an Uber driver for a long time before carrying out an attack. And I doubt most people do a thorough ID confirmation before getting into the car. As long as Aqib and Ed looked kinda similar, the fingerprint wouldn't prevent that risk in particular.
