nil was previously pretty much controlled by coaches and program administrators. each school had a collective gathering funds from third parties then dolling them out to athletes based on what coaches and administrators wanted. under house that process goes away. players are paid directly from athletic department revenue. while nil will continue but be directly between third parties and athletes subject to college sports commission clearinghouse approval.
