None of the settlements alter any IRS regulation or tax law. My guess here is that a coach's salary is in furtherance of the educational mission of the University (on paper) and thus allowable under the tax laws. I'm not a tax law expert though. How does that apply to paying players directly? I'm not sure. It may be the same analysis.
As for the House v. NCAA settlement, it is true that it doesn't foreclose a subsequent lawsuit by other players. It only settles this one.
But the reason Duke cannot pay whatever it wants is because the NCAA rules prohibit it - which is why there are these lawsuits and settlements. Until there is no limit, Duke cannot do whatever it wants.
