We never ignore context that is how theology is developed. go back and read Judges 19 carefully along. One thing that people forget about the Exodus is the Hyksos. It is stated during the Exodus that there were many other people with them. Where did those people go? some went to Europe Cyprus, Crete, Greece and Turkey most were ammonites and other tribes from the desert region. Stands to reason that some moved in and lived with the 12 tribes and had different god's and customs. Even though that there was a tabernacle there was no King at that time. If there would have been a Hebrew King under Yahweh the Girl may have been stoned. Stoning even though in the law was not practiced everywhere.
