The Second Amendment doesn’t grant a right.

It provides a privilege or immunity from infringement upon a right by the Federal Government.

The protection from infringement on the right to keep and bear arms is one of the privileges or immunities of citizens referenced in the Fourteenth Amendment, through which States are also enjoined from infringing on rights of citizens.
