simple, yet insane, fact: The rights of students who are disrupting the educational process are valued over the rights of students who are actually there to learn.
Even in the worst schools, a vast majority of the students are there to learn. But for some reason, we refuse to separate those students who are choosing not to learn because they have a 'right' to their education. I believe that every student does have a right to an education but like most rights, it ends when it starts infringing on other students' right to learn.
If a student cannot conform to societal norms then give them a laptop, enroll them in virtual school and send them home. You have now met their minimal educational needs and it is up to the parent to deal with them.
