First, the article has confirmed the point that Biden's anti-oil policies have not had much of an impact on oil supply in the US.

The critical thing is that much of the oil and gas industry in the US is on private lands and is regulated by the various states in which the production occurs. It doesn't leave much for the federal government to impact.

Where he could impact oil production (e.g. approving the giant field in Alaska, he went against his stated policy.

So I don't think pragmatic is the wrong word for it:

"dealing with things sensibly and realistically in a way that is based on practical rather than theoretical considerations."
