Irrelevant. It took a while to restore levels because rigs were idled and drilling crews were laid off during the covid bust. Oil companies were slow to start drilling again not knowing how long higher price spikes would last. It had absolutely nothing to do with anything the Biden administration did. Most of the oil in the US outside of Alaska and the GOM is produced on private lands (which is the vast majority oil produced in the US - and Alaska oil is largely on state land) and not the least impacted by anything the federal government does. Onshore Texas oil wells are permitted by Texas, not the federal government, and that's the bulk of production increase is coming from.
