If you are suggesting that something that began during the Trump administration is now bearing fruit, that's not the case. It's the unconventional oil plays in Texas continuing to recover from covid shutdowns. In those terms, yea, it's a long lead issue as it took time for enough wells to be drilled to establish the production records but it's not due to (or in spite of) any administration's energy policies.
