I haven't seen enough information other than your article and what the statute says.
The Maine law applies to certified (by Maine) law enforcement officers and requires the medical practitioner to provide in writing their assessment and then the law enforcement officer or agency gets a judicial endorsement and tracks down the individual to let them know they are a restricted person and they have to surrender their weapons.
The article says that documentation didn't happen. My question is whether or not it actually happened if it isn't documented, or does the documentation by a medical practitioner show that he 'passed' his assessment.
