And the rate of investment in public education from state legislatures continues to decrease though.

And, economically deprived areas need significant more funding because of the limited property taxes, increased % of those living below the poverty line, etc.

And, as you likely know, the best teaching and admin salaries are not in inner city Chicago, for example, but in the suburbs and especially the northern suburbs where property taxes are substantially higher.
