and safety of the public at large - to "force you" to drive sober? I have in my life been inebriated and driven any number of times and never harmed anyone. So it isn't like every time you drive while inebriated you cause harm just like every time you enter a facility potentially infected with a virus that you will infect others or catch the virus that you can then pass along to the unsuspecting. But we steps to minimize that threat.
