This has been a moving target of sorts, this pandemic. But as there exists a vaccine that goes a long way in preventing serious illness or even the catching of that virus, that one who stands firm to not take it for whatever reason should then be face restrictions on public behavior. If you are not vaccined, you wear a mask at all public events.

You will practice social distancing and wear a mask or face potential stiff fines. So you are free to do as you would like, but as that choice may pose a threat to the health and well-being of others, you must take precautions. Fines are a means of enforcing those precautions. My take.
