act like the authority on when that is, but ideally it would be at conception - but, as many would argue, it literally is just a clump of cells (albeit a genetically distinct and unique one at that). Probably once implantation occurs for sure and at least when there is a distinct heartbeat.
I will say for sure that anything after 22 weeks is murder - as we have reliably kept babies alive born at that time, but I will not say a baby before that moment is not "human" ("Human" in that it would be murder to kill) because I am sure that some point technology will advance to the point that we can get babies to survive at an earlier gestational age. I cannot accept the argument that the baby is "property" of the mother. The mother is a steward of that life, just like she is the steward of a 7 day-old.
Who's the murderer? I put both the doctor and the mother (and any complicit family) to blame.
As far as "laws" and "punishment" I am not going to advocate for either. This is between them and their own conscious and/or their creator. Society has accepted that this form of murder is acceptable just as capital punishment and war (both civilian and military targets).
