He was losing BADLY to John Gregg. He jumped ship to the Trump campaign and saved the governorship from switching parties... He was not "cruising" to reelection. He was going to lose very badly. Because of his RFRA mistakes and because he single-handedly caused an HIV outbreak in Southern Indiana by ending an effective needle exchange program because he was convinced it was leading to increased drug use (data show very clearly that was not the case).
