He was never a Senator. He was in the House of Representatives. He was then a very effective Governor who would have cruised to reelection had he not joined the Trump ticket. Yes, his faith was a key. But he was also selected as he calmed those who feared Trump was not conservative on many issues, and he brought Trump someone close who knew DC and how it worked.
